ColumbiaGrid refers to the signatories to its functional agreements as “participants.” The participants may be either members or non-members of the organization. The non-member participants are listed here. A list of participants is included with the description of each program. Information on how to become a participant, the pertinent Functional Agreement, and the funding allocations, are included there, as well. 
Cowlitz County PUD ( Public Utility District No. 1 of Cowlitz County, WA) is a qualified non-member participant in ColumbiaGrid's Planning and Expansion Functional Agreement (PEFA). The PUD is headquartered in Longview, WA, and serves over 48,500 electricity customers. In addition to its ownership of the Swift #2 hydroelectric project on the Lewis River, Cowlitz PUD has shares of generation from Grant County PUD's Mid-Columbia hydroelectric projects and wind generation from the Nine Canyon project in Kennewick, WA. Cowlitz purchases most of the remainder of its power needs from BPA. In addition, the PUD has partnered with other Washington and Oregon utilities to develop the 98.9-megawatt Harvest Wind and 205-megawatt White Creek Wind projects in the Columbia River Gorge.

Douglas County PUD (Public Utility District No. 1 of Douglas County) is a qualified non-member participant in ColumbiaGrid's Planning and Expansion Functional Agreement (PEFA). The PUD, headquartered in East Wenatchee, WA, serves about 18,000 electricity customers. Douglas owns and operates the 840-megawatt Wells Hydroelectric Project on the Columbia River, which began operation in 1967. Most of the power that serves Douglas County is generated at the project. In addition, the PUD purchases a share of power from Chelan PUD’s Rocky Reach Project and a share of Energy Northwest’s Nine Canyon Wind Project.
