Inter-regional Order 1000 Compliance Filings

On February 18, 2015, the jurisdictional transmission providers of ColumbiaGrid (Avista Corp., MATL LLP, and Puget Sound Energy) made their compliance filings in response to FERC’s December 18, 2014, ruling on interregional coordination pertaining to the four western planning regions (ColumbiaGrid, California ISO, Northern Tier Transmission Group, and WestConnect). As previously indicated, the December 18 FERC ruling was generally favorable to the jurisdictional transmission providers of ColumbiaGrid. The Commission directed the jurisdictional transmission providers of ColumbiaGrid to address the following:
- Establish an appropriate effective date for their respective Attachment Ks;
- Clarify the status of the Fourth Restated PEFA, specifically when or if it will be filed for Commission-approval;
- Revise the references in their respective Attachment Ks to remove any references to the PEFA; and
- Revise section 5.2(c) of the common tariff language to incorporate CAISO’s method for determining the regional benefits of the proposed interregional transmission facility.
The jurisdictional transmission providers of ColumbiaGrid were able to address FERC’s directives, and to comply with the ruling, through filing transmittal letters without modifying or amending the First Amended and Restated Order 1000 Functional Agreement or the common tariff language between the four planning regions in the West (ColumbiaGrid, California ISO, Northern Tier Transmission Group, and WestConnect).
ColumbiaGrid launched its transmission planning under the requirements of Order 1000 effective January 1, 2015. It held its first regional meeting on February 5, 2015, and scheduled the first inter-regional meeting on February 26, 2015, in Portland. For more information visit ColumbiaGrid’s website:
