FERC Approves Inter-regional Order 1000 Compliance Filings

On June 1, 2015, FERC issued an Order providing clarification and accepting for filing ColumbiaGrid Applicant's (Avista Corp, MATL LLP, and Puget Sound Energy) Order 1000 Compliance Filings. Following is a link to the June 1 Order: Docket No. ER13-1447-001, et al.
In the June 1 Order, FERC found that the Western Filing Parties’ Second Compliance Filings comply with the interregional transmission coordination and cost allocation requirements of Order No. 1000. Accordingly, FERC accepted ColumbiaGrid Applicants’ Second Compliance Filings, effective January 1, 2015, as requested. FERC also accepted CAISO’s, NTTG Applicants’, and WestConnect Applicants’ Second Compliance Filings, effective October 1, 2015, as requested.
FERC found that ColumbiaGrid Applicants’ explanation and proposed revisions comply with the requirements of the First Compliance Order. FERC also found that ColumbiaGrid Applicants’ requested effective date of January 1, 2015, to be reasonable. This date corresponds to ColumbiaGrid Applicants’ requested effective date for their regional compliance filings.
FERC found that CAISO’s proposed tariff revisions and Western Filing Parties’ explanation that no changes are needed to the common tariff language, applicable to the four western planning regions (ColumbiaGrid, CAISO, NTTG, and WestConnect), comply with the requirements of the First Compliance Order.
In summary, the Commission ordered that ColumbiaGrid Applicants’ compliance filings were accepted for filing, effective January 1, 2015, as requested, and CAISO’s, NTTG Applicants’, and WestConnect Applicants’ compliance filings were accepted for filing, effective October 1, 2015, as requested.
