DSRFA Reliability Services Projects

Outage Coordination

Under the terms of DSRFA, ColumbiaGrid will monitor regional outage coordination processes. Specifically, ColumbiaGrid will become familiar with the Northwest Power Pool’s scheduled outage procedure and learn about the operation of the associated software tools. ColumbiaGrid’s initial task is to provide a written recommendation for enhancing the outage coordination among parties to the reliability agreement. The interim recommendation, expected to be completed in December 2007, will be published on ColumbiaGrid’s website when it is available.

ACE Diversity Interchange (ADI)

Under the terms of DSRFA, ColumbiaGrid will assist and evaluate the ADI programs under development, including the Northwest Power Pool effort. ColumbiaGrid will work with others to understand the scope, benefits, and impacts of ADI programs and identify any constraints or concerns with implementation. The activity includes observing system tests and gathering data and other information about the results. ColumbiaGrid’s initial task is to provide a written recommendation for the reliability agreement parties on ADI programs, including the benefits, impacts, constraints, concerns, and the potential future role of ColumbiaGrid in ADI program tests and implementation. The interim recommendation, expected to be complete in December 2007, will be published on ColumbiaGrid’s website when it is available.

Redispatch Pilot Project

Under the terms of DSRFA, ColumbiaGrid will monitor and evaluate the Bonneville Power Administration’s Reliability Redispatch Pilot project scheduled for the summer of 2007. The project aims to explore operational ways to relieve congestion on the transmission grid, and at a minimum, ColumbiaGrid will be involved in evaluating the pilot and will provide a comprehensive report to the reliability agreement parties. The report will include a recommendation for next steps and an assessment of the potential for ColumbiaGrid to undertake a role in the future with a redispatch program that involves more than one transmission system.

Visibility Tools

Under the terms of DSRFA, ColumbiaGrid will join in Western Interconnection and region-wide efforts to develop tools that assist reliability agreement parties with enhancing the visibility of their transmission systems and the regional interconnected systems. Visibility refers to the ability to monitor, understand, and predict the state and condition of the interconnected transmission operating system, and ColumbiaGrid’s role includes working with others to develop the Western Electricity Coordinating Council’s (WECC’s) West-wide System Model. ColumbiaGrid will also provide a report to the reliability agreement parties with a recommendation for the organization’s future role in assisting them with access and implementation of visibility tools. An interim report is due in December 2007.
